Long & Crooked Lakes Association Board of Directors Meeting Minutes, December 5, 2016

1. The meeting was called to order by Ken at 6:45 pm
2. Minutes of the November 30, 2015 meeting were approved.
3. AIS Grant Application – Bob Payne
a. In order to apply for a grant, there must be a Rapid Response Plan for Aquatic Invasive Species.
b. Bob wrote a Plan closely following the Stearns County Plan.
c. The Board accepted the Plan developed by Bob. Accolades to Bob!!!
d. A Grant Application will be written by Bob and submitted to Stearns County by the deadline, January 15.
i. Stearns County has $254,239 available in 2016.
ii. The DNR has $0 for AIS Grants
e. The Grant will ask for funding to support education and outreach.
4. Changes to the Lake Management Plan to support AIS Grant application – Dave Weeres
a. The Lake Management Plan (LMP) needs to be modified to support the AIS Grant Application and to incorporate the new Rapid Response Plan for Aquatic Invasive Species.
b. The language to be added to the LMP and developed by Dave is:
c. “With the increase of Aquatic Invasive Species (AIS) in lakes and rivers close to Long and Crooked Lakes, it is important that we be proactive in protecting our lakes. Stearns County requires all lakes to have a meaningful, effective AIS Rapid Response Plan on hand that follows the Stearns County AIS Rapid Response Plan. The Board of Directors for the Long and Crooked Lakes Association (LCLA) have adapted one that is based on program management, education, inspection, enforcement, population assessment and risk reduction opportunities which follows the one from Stearns County.”
d. The BOD approved the above modification to the LMP.
5. Beaver and muskrat trapping update – Ken Bachofer and Justin Westrup
a. Justin has trapped 3 beaver (2 on Long and 1 on Crooked). The beaver trapping season ends in May so trapping can start again at ice-out
b. Justin has trapped 14 muskrat. The season ends 2/29/2016.
c. The BOD approved paying Justin $190.00 (per the decision at the November 2015 BOD Meeting.
6. Slot Limit Update – Dave Weeres
a. The Bass Slot limit initially, put in place in 2005, has now been given final approval by the DNR to be extended indefinitely.
7. Other Lake Management Plan updates – Ken Bachofer
a. Dave and Ken will review the LMP and make recommendations at the next BOD for any changes.
8. New business and agenda items for next meeting
a. At the next BOD meeting, the Z-Marine use of Long Lake for testing boats should be an agenda item.
9. The meeting adjourned at 8:10 pm.
10. Next Board Meeting will be in March.
