Long & Crooked Lakes Association Board of Directors Meeting Minutes, April 21, 2016

  1. The meeting was called to order by Ken at 6:18 pm

 

  1. The Meeting Minutes from March 21, 2016 were accepted.

 

  1. The Treasurer’s Report showed a balance as of March 24, 2016 of $4,711.12.

 

  1. Lake Management Plan (LMP) Update

    1. The plan was revised and circulated via email to the BOD for review and comment.

    2. Comments were made by Dan, Greg, Ken and Bob.  These comments will be sent via email to Dave.  Dave will create an errata sheet with the recommended changes and circulate prior to the next BOD meeting.

    3. The Board will consider the recommendations and take action on them.  If approved, they will be added to the LMP.

    4. The BOD has the authority to revise the LMP and it there will not be voted on at the 2016 Annual Meeting.  It will simply be posted on the Website.

 

  1. Use of Long Lake for Testing Boats

    1. Can the public access be used for commercial purposes?  Anne said the township has no prohibition for commercial use.  Consequently, the BOD will take no further action.

 

  1. AIS Grant from Stearns County

    1. A W-9 is needed for a Grant Application.  The question was asked if the Grant funding could be given to Lynden Township and the Township transfer to LCLA.

      1. Dan checked with Anne Ackerman who said she could not make the call.

      2. Dan will check with the Township Attorney, Mike Couri, and ask him if this is permissible.

 

  1. Group Training for volunteer  AIS Watercraft Inspection at the Access

    1. Bob Payne contacted a number of individuals from the County (Susan McGuire) and DNR (Tina Wahlberg, Mike Smith) inquiring about training.

    2. There are two levels;

      1. Ambassador:  3 hour training; advisory only and no authority

      2. Level 1: 6 – 8 hours training; compliance – can prohibit a boat putting in.  If the boater ignores this, the DNR/County Sherriff would be called.

    3. The BOD was of the opinion that Level 1 training is desired.

    4. Bob will contact the DNR and see when they have time available for Level 1 training.

      1. Bob thought we would need at least 10 people for the DNR to do this.  If we can’t get that number from LCLA, Bob would contact other near-by Lake Associations and get people from there to attend.

 

  1. Access Signage

    1. Need Parking Spot #1, no post needed.

    2. Need 2 No Parking signs, posts already there.

      1. No parking signs have been removed.

      2. New signs will have to be permanently affixed to the post so they can’t be removed.

    3. Bob will attend May 2 Township Meeting

      1. Who pays for the signs?

      2. Will the Township do the installation or should LCLA install

      3. How quickly can this be done.  It would be desirable to have it completed by fishing opener.

      4. Dan will request that LCLA be on the agenda.

 

  1. Culvert Clean-up Efforts

    1. Dave and the property owners, Heather and John, cleaned up the culvert.  The property owners were very appreciative of the help.

      1. Took out brush, piled it up on the sides, so when it dries up it can be burned.

 

  1. Tax Exempt Status

    1. It was agreed that LCLA will not file to become a non-profit 501(c)3 organization.

    2. LCLA wants to file again for incorporation.

    3. Dan volunteered to do this.  Ken agreed to assist if needed.

 

  1. Does LCLA want to join any lake organization?

    1. Bob will investigate how to join the Stearns County Coalition of Lake Associations, what the benefits are, and what the cost is.

 

  1. Are we happy with the high-water/no-wale protocol in place?

    1. BOD was ok with current protocol.

 

  1. Annual Meeting Planning, Speakers, and presenters:  Tabled until next meeting.

 

  1. By-law Review

    1. Last review/revision of By-laws was 2010.  Should we review/revise?

      1. BOD said we should review and address at next meeting.

      2. Attached are the 2010 By-laws.

 

  1. New Business

    1. Bob will attend a presentation on Starry Stonewart on 4/26/2016 at 7:00 pm for Lake Koronis.  Lake Koronis and 2 other lakes in the immediate vicinity have infestations.

    2. Bob welcomes any others who would like to go with him and attend.
